Ingredients

Dough:

  • 4 1/2 tablespoons unsalted butter
  • 2 tablespoons minced garlic
  • 3 1/2 cups + 1 tablespoon all-purpose flour
  • 3 tablespoons chopped fresh parsley
  • 1 tablespoon granulated sugar
  • 2 1/4 teaspoons instant yeast
  • 1 teaspoon fine sea salt
  • 1 cup whole or 2% milk (warmed to 110°F)
  • 1 large egg (room temperature)
  • 1 beaten egg (for brushing the tops)

Garlic Butter Topping:

  • 2 tablespoons unsalted butter
  • 1 tablespoon minced garlic
  • 1 tablespoon chopped fresh parsley
  • Flaky sea salt (for finishing)

Instructions

  1. Prepare the baking pan: Lightly butter the bottom and sides of a 9x13-inch baking pan and set aside to prevent sticking.
  2. Make garlic butter mixture: In a small pot, melt 4 1/2 tablespoons of unsalted butter and add 2 tablespoons of minced garlic. Cook for 1-2 minutes until the garlic is fragrant. Remove from heat and let cool while measuring other ingredients.
  3. Mix the dough: In a stand mixing bowl, combine 3 1/2 cups plus 1 tablespoon of all-purpose flour, 3 tablespoons chopped fresh parsley, 1 tablespoon sugar, 2 1/4 teaspoons instant yeast, and 1 teaspoon fine sea salt. Add 1 cup warmed milk (110°F), 1 large room temperature egg, and the cooled garlic butter mixture. Knead on low speed using a dough hook until dough is smooth, soft, and slightly tacky, about 10-12 minutes. Add flour 1 tablespoon at a time if the dough is too sticky.
  4. Shape the rolls: Divide the kneaded dough into 12 equal portions (about 67 grams each). Shape each piece into a smooth ball, pinching the seam at the bottom to keep it tight. Place the rolls into the prepared baking pan.
  5. First rise: Cover the pan with plastic wrap or a clean kitchen towel and leave the rolls in a warm place to rise until doubled in size, about 1 to 2 hours.
  6. Preheat oven: Set the oven to 350°F (180°C) to preheat while rolls finish rising.
  7. Glaze and bake: Brush the tops of the risen rolls with the beaten egg wash. Bake for 20-30 minutes or until golden brown on top.
  8. Prepare garlic butter topping: While the rolls bake, melt 2 tablespoons unsalted butter in a small pot, add 1 tablespoon minced garlic and cook for 1-2 minutes until fragrant. Remove from heat and stir in 1 tablespoon chopped fresh parsley.
  9. Finish the rolls: Once the rolls are out of the oven, immediately brush them generously with the prepared garlic butter. Sprinkle flaky sea salt on top if desired and serve warm.

Notes

  • For measuring flour accurately, spoon the flour into the measuring cup and level it off for best results.
  • Use a kitchen scale to divide dough evenly for consistent roll sizes.
  • If dough is sticky, add flour gradually until workable but avoid adding too much to keep rolls soft.
  • Warm milk to 110°F; too hot or cold will affect yeast activation.
  • Fresh garlic and parsley give the best flavor in both dough and finishing butter.
